Kalai II hydro project’s EIA report is incomplete says NGO

The South Asia Network on Dams Rivers and People (SANDRP), a non government organization, has revealed that environmental studies related to the proposed Kalai II hydropower project are not in compliance with terms of reference.

The developer and the consultant, Water and Power Consultancy Services (WAPCOS), have already filed the environmental impact assessment-environment management plan (EIA-EMP) report with the Arunachal Pradesh State Pollution Control Board (APSPCB).

According to the NGO, the report has failed to fulfill many terms, which are required by the Expert Appraisal Committee (EAC) and the Ministry of Environment and Forests (MoEF) and which are mandatory under the EIA Notification of September 2006.

Owing to non-compliance, the NGO has urged the APSPCB and MoEF to immediately halt the public hearing being held on January 18, 2014 and ask the consultant to comply first with the mandatory terms.

Kalai Power, a special purpose vehicle of Reliance Power, is the developer of the proposed 1,200MW Kalai II hydro power project located on Lohit River in Anjaw District of Arunachal Pradesh.
